I would like to propose a bill that declares any Nomi blog citizen dead if they make no posts or comments for a period greater than 16 calender days. Once a citizen is dead their name is removed from the "player list". Their death is to be announced at the beginning of the next week of play by the administrator.
Once dead all possessions of the player are set ablaze and a following week is spent remembering them. During this week of play no new bills may be posted. Those who violate this time by posting a bill loose 10 QI'yaH. The bill is still treated like any other and those that vote on it get no penalty as long at they mention the recently departed.
Unless Brother Andrei posts before the beginning of the next week of play he would be our first departed.

Rejected # 27.5 Send Smithy to Votech
I propose a bill that will allow the Smithy to go to technical school where they can learn new skills.
For each item the Smithy wants to learn to make they have to pay class fees of 2 QI'yaH.
It is up to the Smithy what classes they take and what skills they learn. However they can only learn how to make 1 new item per class. The Smithy works with metal so the items they make must be metallic in nature, Ex: no parachutes or Tupperware. Well I guess they could make chain mail parachutes but I would think sales would be rather slow.
The Smithy can proclaim what class they are taking and then start selling the item the same week. It is up to the Smithy what an item will sell for and of course all proceeds of a sale go to the Smithy.
The Smithy can take as many classes as their QI'yaH will allow. Seems Nomiblog Tech does not have a student loan program so they can not go negative?
If bill 27.5 passes a post called "Smithy skills" needs to be created by the Smithy. This post will list all the items they can make. It will be up to the citizens to check this post from time to time to see what is available... well unless the Smithy chooses to do some marketing of their own.
To purchase an item from the Smithy simply add a comment stating your intentions to the second post the Smithy will have to create called "Smithy Sales". All purchases made after a Monday (Midnight Nomiblog time) will not take effect till the following week.
The Smithy is required to check both of their posts each Tuesday and report all class fees and sales to the Administrator (by midnight Nomiblog time). Failure to do this is "Nomi Fraud" and shall be punished by the loosing of the Smithy position. Even if no classes or sales took place they need to be reported.
Whenever a new Smithy takes this position the old Smithy skills are cleared (obviously they belonged to the old master).
Both Smithy Posts will have the label "Smithy" so they are easy to find in the right hand menu.
This should now be sufficiently confusing and tightly woven.

Rejected #106 Senate
106a) The Senate shall have the following powers.
i) Members of Senate shall have the power to veto the Baron's special voting rules rendering any vote that counts as two (2) to count as only one (1). The Senate must vote each time any member wishes to veto the Barons double vote. All Senators must vote and absention from voting shall be counted as a vote of nay.
ii) Voting amonst Senators shall be in the form of "Nay" for no and "Yea" for yes.
iii) Members of Senate shall recieve the title of Senator and the compensation of 1 QI'yaH per week while they are in office.
106b) Once all Senators have been elected and the Senate is in Session the Baron(ess) must cast their vote no later than 48 hours prior to the time vote tallying will take place. This will ensure that the Senate has time to review each use of the Baron's double vote.
106c)The following chart shall govern how many Senators are required for a given population.
1-5 citizens 3 Senators
6-10 citizens 3 Senators
11-20 citizens 7 Senators
21-35 citizens 11 Senators
36-50 citizens 11 Senators
106d) Senators shall be chosen by the people in the same manner as the Baron. Candidates will post their candidacy and the people shall vote for or against them.
106d1) The first Senate will not begin until all seats have been filled.
106e) Senators will remain in office for a total of 4 weeks. A week shall be defined as the length of time between one Administrative Summary to the next. This 4 week term shall be known as a "term".

Rejected #13: Royal Fool
13a. When votes for the last week's bills are being counted, a Royal Fool shall be named.
13b. The administrator shall use the following rules to determine which player is the Royal Fool:
- The Player named Royal Fool last week shall remain Royal Fool unless any of the following apply.
- If a Player who is not Baron(ess) has included, in her/his post (on a bill, a comment on a bill, or a vote on a bill), a "new" "photoshopped" image of him/herself wearing a funny hat (funny hat is not defined in this rule), he/she shall be eligible to be named Royal Fool. (For an example of a funny hat image, see 13d.)
- When votes are tallied, Royal Fool nominees who posted their images on bills or in comment on bills that failed to pass will be rendered ineligible to be named Royal Fool.
- If more than one nominee remains, the Player who posted their bid first shall be named Royal Fool.
- The Royal Fool must make snarky comments at the expense of other players, particularly titled or noble players; the objects of those comments are obligated to pretend they understand and are amused by the jests.
- The Royal Fool shall receive 1 QI'yaH at the end of the scoring week if two bills or more fail.
- The Royal Fool shall lose 1 QI'yaH at the end of the scoring week if three bills or more pass.
- The Royal Fool shall have the authority to dub one funny hat photo "unfunny" each week. The Fool must explain why the photo is unfunny. A Player who posts an unfunny photo shall be ineligible to be named Royal Fool during that week.

Rejected #11: The Baron(ess) may appoint a Sheriff
ADMINISTRATOR: This bill has been shot down, and has no power. It is not a rule. It is rejected.
Once during their reign, the Baron(ess) of all Nomiblog may appoint a Sheriff. The Sheriff's job is to bully the masses and steal points from those who sheepishly take such treatment silently.
To that end:
11A: The Sheriff may, once per week, declare any one thing to be "officially frowned upon" in addition to those things that have already been so declared. Note that this rule does not specify any consequences of being frowned upon. Neither does rule #9. Future rules may further refine or define what all this means.
It falls upon the Adminstrator of Nomiblog to maintain a list of all things that are officially frowned-upon, in either a series of summary posts or a list in the sidebar of the blog.
11B: At the end of every game week, the Sheriff steals one point from each and every player who did not propose a bill that week. This point change is mandatory, and happens automatically. It even happens if said player(s) currently have no or negative points.
11C: The position of Sheriff lasts until a new Baron(ess) appoints a new Sheriff. Consecutive Baronial terms count as a single reign. That is to say that the only way to change Sheriffs (short of passing a new law which does so) is to elect a new Baron(ess) of all Nomiblog. Should a player serve multiple non-consecutive terms as Baron(ess), they may appoint a new sheriff each time. There may be no more than one sheriff at a time. When a new sheriff is appointed, the old one loses the job, and they should be thankful they did not lose their head, though this rule does not specifically prevent the beheading of ex-sheriffs.
11D: The Baron(ess) is specifically prohibited from naming themselves as Sheriff. However, if the current Sheriff is elected Baron, they may maintain both positions simultaneously until such time as they chose to pick or new Sheriff and/or the people elect a new Baron.
