16 and 28 pass
Laws 16 & 28 both pass unanimously, 1 vote to zero. Interestingly enough, the author of bill 28 didn't even vote on it.
+1 point to r_b_bergstrom, +1 point to Digital Sextant.
r_b_bergstrom's egg is thrown at Kevin, per rule 16. Kevin gets Egg On His Face.
Then rule 16 splits 28 points between all egg-throwers. Turns out it's just me, since no one else voted.
Then rule 28 gives +1 point to r_b_bergstrom for using the number 28 in bill 16.
Well, that sucks. I really didn't do that intending to get 30 points. I was hoping for maybe 16, more likely 11, with similar totals to other voters. 2008 is not looking like a good year for Nomiblog. Voter apathy is at an all-time high.

Rules Reset
Pursuant to rule #12,345,678 all rules repeal themselves (except for #’s 1, 2, 3, 4, 5, 6, 7, 8, and #12,345,678). Stuff gained via those rules remains, but loses all meaning.
Then votes are tallied. There’s one bill on the table, #85: Le Raccordement Français. It gets adopted unanimously (1 to 0). All bills now score double QI'yaH if they have French titles. However, bill passage no longer scores QI'yaH, so Rule #85 doesn't do much.
So, the points stand at 1 to 0 to 0 to 0 to 0 to 0 to 0, with Digital Sextant being in the lead.
(Since Rule # 909 has been repealed, what was QI'yaH are again points, and passing a bill no longer generates QI'yaH. While the rules have reverted to calling points “points”, they were for a while known as “QI’yaH”. They were gained under that title, and the Rules that granted them were written featuring the term “QI’yaH”. Rule #12,345,678 clearly states that existing QI’yaH remain as QI’yaH. Hmm. Perhaps another bill is suggested by this situation? It would seem we have multiple currencies, with Points using the Federal Reserve and QI’yaH now filling the role of the defunct gold standard).
All old posessions and titles remain, though they no longer have substance or meaning. The administrator is now tasked with cleaning up old links and labels to properly reflect the existing rules. A new week dawns (I think it's 10).

One Rule Week
Our one and only bill for the week, has passed, 4 to 0.
Rule #12,345,678 is now in effect. It states that all existing rules (except for itself and the original 8 rules) will be repealed on the first of every month.
QI'yaH changes: +9 to r_b_bergstrom
Brother Andrei sucked Baronial Bacon, but other than that, nothing altered the Status Quo. No new titles were handed out. Cosbification continues to roll over ineffectively. We now return you to your regularly scheduled Nomiblog, picking up with week 9...

Summary of week 7, movin' on to 8...
4 bills were presented, 3 passed:
Rule #606: Undead Bacon passed 4 votes to 3. There is now a blight of undead upon the land, and Brother Andrei is it. Feel free to accuse him of sucking your Bacon.
Rule #42: On the Promotion of the Arts and Culture in Nomiblog passed unanimously with 3 yeses. Players may now post 100-word reviews in the attempt to gain QI'yaH.
Rule #5-oh: Police State passed 6 to 1, with only 2 people voting. The Master-At-Arms may appoint a Sheriff.
This adjusts QI'yaH totals.
Per rule 6: +1 to r_b_bergstrom, +1 to Digital Sextant, +1 to Kevin
Per rule 10: +1 to Digital Sextant, +1 to Kevin, -2 to the Baron,
Per rule 63: +8 to r_b_b, +8 to Sex
Total change: +7 to me, +10 to Dig, +2 to Kevin
The other bill, #666: The Dead of Citizen was shot down 3 nos to 1 yes.
Rule 14 gives the Baron 2 QI'yaH for being happy. Per rule 14: +2 to the Baron, bringing my total adjustment to +9, but it'll change again real soon.
Then we put on a blindfold and happily break open the Wenceslasmas Eggs.
+1 QI'yaH to Ulaire. +1 QI'yaH to Ulaire. -2 QI'yaH from the Baron. The baron does a bunch of self-promotional charity work. +1 parrot to Ulaire, one parrot to Digital Sextant, one parrot to Master of the Small and Pointless, one parrot to Kevin, one parrot to Brother Andrei, and one parrot to Amy. +1 QI'yaH to Ulaire. -1 QI'yaH from the Baron. Master of the small and pointless gives everything he had to a good transvestite charity, and then gives 1 more QI'yaH away as well. In the immortal words of Sam Becket: "Oh boy!"
It seems we have some scrooges in our community. -3 QI'yaH from Amy, -2 QI'yaH from Digital, -1 QI'yaH from Kevin. -0 from Ulaire and Andrei, all of whom are labeled "scrooges". No penalty to The Baron or Master.

Important Stuff in week 7
3 bills on the docket:
Bill 666 makes some players Dead, removing them from the game and bringing all Nomiblog to a painful grinding halt.
Bill 606 makes some players Undead. It also empowers other players to accuse the undead of having "Sucked My Bacon".
Bill 42 creates a revenue stream - players may post 100-word reviews of the arts and are awarded QI'yaH if no one is familiar with the thing they reviewed.
In addition to these Bills, 'tis the season for gift giving. Rule #15 requires that players partake in Wenceslasmas. Be sure to go into debt while placing your gifts under Nomiblog's tree. No doubt your gifts will bring you happiness. I know giving mine did so for me.

I was happy to sacrifice for Nomiblog, and my only regret is that I have but one large intestine (and 30-some acid-etched teeth) to give for my country.

Administrative Summary of Week 6
2 bills were proposed.
Rule #Zero: Intent Trumps Wording was passed, 3 to 1. Only one person chose to express a vote on sub-clause 0d. 1 of 3 is not a simple majority, so the Baron is not penalized.
Rule #63: Simplicity was passed, also 3 to 1.
QI'yaH totals adjust: +1 to Baron, +2 to Pointless, -1 to Baron.
Then Rule Zero kicks in. It goes back in time and removes Ulaire's level of Cowardice. It suspends certain parts of itself. It grants a sword to Small. Then it reads Sex's excellent comment to Pointless's sword request, and goes back in time again to remove the sword it just granted, because it realizes it doesn't have the power to move posts, just the ability to fix wordage. Various QI'yaH totals adjust, then re-un-adjust. Speaking of which, Rule zero also goes back in time to alter the begining of non-Bill 55, part 2: It changes the name from Rule 55, part 2 to Bill 55, part 2. Then it tallies the votes. A messy battle ensues, from which Digital Sextant's Assistant-At-Arms emerge victorious. Whew - this game is complicated!
Rule 55, part 2: Smithy Duties was passed, 7 to 6. That's two players for, two against, plus 5 troops for, 4 troops against. QI'yaH totals adjust: +2 to Digital Sex, -1 to me.
No lineages were posted, so I again retain control (such as it is) of the Barony. How happy this doth make me!
Less than half the players are found to have Cosbified, and so it rolls over and no names are added to the roster of the Junkyard Gang.
The QI'yaH totals rest at 9-6-3-3-1-0-0. 1 parrot and 4 swords exist. The realm has been successfully defended from Pirate Kitties and Smurfs.
It is now week 7 (I think. I may be happily confused), and players may begin posting bills again.

Polls probably won't close till real late
Hail and greetings, Citizens! I just got back from Factoria, and have several things to accomplish before the Misses comes home. Therefore, I lack the time to tally. As a result, polls will remain open till sometime between midnight and noon, Seattle time. Hope that makes you as happy as it does me.

Summary of what's on the Docket
2 actual bills are currently under consideration:Bill Zero proposes that Intent should trump Wording, such that spelling mistakes and mis-titling do not invalidate posts. It also prevents the unscrupulous from exploiting loopholes that may have been unintentionally rendered by sloppy verbiage in bills and rules.
Bill 63 seeks to keep Nomiblog simple, by paying extra QI'yaH to those whose bills are short and sweet. Bills 12 lines or shorter score a large (8 QI'yaH) bonus for their maker, those 13-15 lines long score smaller bonuses.
In addition to these bills, there is a technically non-bill post that was clearly intended to be a bill. Should Bill Zero pass, this non-bill would be immediately and retroactively deemed a bill by the Administrator. If that happens, votes could be tallied without warning. I recommend casting votes for or against it as if it was a bill, just to be safe. Here are the link and summary of the non-bill:non-Bill 55, part 2 seeks to expand the Smithy's duties and responsibilities. It's intent is to deprive that position of it's free supply of QI'yaH, though it also adds numerous tasks to the Smithy's to-do list.
I am happy to bring you this summary. Note that should this summation conflict with the rules, the rules happily win.

While fixing the label system to make rules searches more manageable, I, the Administrator, noticed an error I'd made the last couple weeks while tallying votes.
I forgot that Rule 14 states the Baron gains QI'yaH any week in which he's happy. So, that said, I hereby gained 2 QI'yaH last week.
And I'm happy to say I should get it from the week before, as well!Yeah, about that. People voted for Rule XIIIth after you listed an example that included your QI'yaH totals without those bonus points. That's kinda manipulative. I have to give you/me the points this week, just like I had to give Ulaire the cowardice. The rules insist. Jerk.
I'd be happy to commit to proposing a bill that remove's Ulaire's cowardice and penalizes me -2 QI'yah, ...if that'd make you happy.It would.
Then give me a day or two to work the exact wording, and I'll post just such a bill.In the meantime, the Barons' QI'yaH skyrockets! Happy bastard.

Status at end of Week 5
3 rules passed this week, all getting unanimously positive votes. I note that voter turn-out was quite low, an issue we may need to address.
Rule#15: Wenceslasmas has passed 5 to 0. Wenceslasmas is now an official holiday of Nomiblog, and gift giving is mandated in comments to a future post by Digital Sextant.
Rule#84: Persistant Psittaciformes has also passed 5 to 0. Parrots are on sale now, at 2 QI'yaH each. Purchases and gifts are handled via the administrator. Anyone holding a parrot must multi-post all votes and comments.
Rule#XIIIth: Legion passed 4 to 0. Each player is instantly awarded an infinite number of troops. Once per week, by including a statement that "my troops will support me on this" you may designate one of your votes to potentially carry the weight of more than one vote. Keeping your supply of QI'yaH and Swords high (and Cowardice Levels low) is beneficial to maximizing the power of your troops.
The passage of those 3 rules has altered the QI'yah totals.
+2 to Dig Sex, -1 to me, +2 to Kevin, -1 to me, +1 to me,
The totals are now: 5 to 4 to 4 to 4 to 0 to 0 to -3.
Only Kevin currently has both a Sword and QI'yaH, so only Kevin gains the benefits of Troop bonus votes. To purchase a sword, see Rule #55.
The thrice-summarized Lineage of r_b_bergstrom was again ratified, 3 votes to 1. I retain my position as Baron of All Nomiblog.
