I propose a bill that greatly rewards simplicity.
All bills that pass to become rules that are "short a sweet" reward the crafter of said bill with 8 QI'yaH.
"Short and sweet" = 12 lines or less on the Nomiblog including empty lines between paragraphs (if they are used) but not including post title line.
Each line a post uses over 12 lines detucts 2 QI'yaH from the total profit. EX: A post that is 15 lines long only gets 2 QI'yaH.
I think if people remove to many letters and abbreviate too much they will upset the voting population enough that the bill will not pass so no punishment is needed for being sloppy and shortening too much. Also we need more QI'yaH!!

No. It's unclear to me whether the QI'yaH discussed are separate or related to the already-established reward for getting a bill passed.
Is this ENCOURAGEMENT to be brief, or COERCION to do so? In other words: if we write a bill of 20 lines and it passes, do we lose 8 QI'yah? Because that's the way the bill reads to me.

The QI'yaH this bill provides is separate and not associated with other QI'yaH benefits. Just like social security and 401K (some things I heard about in other realms). Also any bill that becomes a rule of 16 lines or more would get nothing.
12 lines or less = 8 QI'yaH
16 lines = 8 QI'yaH -2 QI'yaH for each line over 12 = 0
The bill only deducts from itself not from other benefits or account balances.
I'm completely okay (and happy, to boot) with "profit" being a different thing than a "deficit". My initial read through was along the lines of what Small & Pointless intends, not what 'Sex was reading between the lines.

As for the parrot, thanks! The parrot rules just say he has to echo my comments, not that he has to echo every word of them. A narrow distinction but a good one I thought.

I'm glad this example was included in the original bill post. The math involved implies that the totals being adjusted are merely those provided by bill/rule 63, not those from Rules 6 and 10. If they were, it would say they get 3 (or 4) QI'yaH in the example.
No. Some posts will never be able to be written in a format that benefits from this bill. Many bills require some amount of explaination and or provisions that limit or define exactly what a bill can and can not do.
Ah yes you see but that is the point! Not all bills will be able to take advantage. I do ever so appreciate things that are small and pointless.
Also I/we need a neato nick name for Kevin. "Kev" is rather vanilla so we might just have to make one up. I think I am going to go with "Snaps". As in short for "snap shot". Also I liked "Sex" better for Digital Sextant than "dig" which it seems "bergie" likes to use. "Small" works fine for me but if you want to just call me "master" that would be fine. As for Amy I will use "patches" because nursed patch things up. "Ulaire" seems fine for Ulaire Toldea, Messenger of Morgul. I am quite sure I can smell the rotting corpse of Brother Andrel over behind the slip and slide near the Barons quarters so we can just call him "dead".
